Quota allocation fee for refrigerants from February 2026

 

A new cost regulation for fluorinated gases will come into force in Europe on 1 January 2026. This is based on EU Regulation (EU) 2024/573, the provisions of which will become binding at that time. From then on, a fee-based quota system will apply for the first time, which will take effect when F-gases are placed on the market for the first time and is based on the provisions of Article 17(5) and (6). Recycled refrigerants are exempt from this.

Market situation and specific regulations for 2026

In future, a levy of €3.00 per tonne of CO₂ equivalent will be payable for every quantity of F-gas marketed. The calculation is based on the global warming potential (GWP) of the substance used. Manufacturers and importers are obliged to pay this levy.

Pricing at SCHIESSL from February 1

From January 2026, our suppliers will adjust their prices due to the newly introduced levy. These cost increases mean that we will have to gradually adjust our sales prices accordingly. However, prices at SCHIESSL will remain unchanged until February 1! So secure your HFC refrigerants now at the current conditions!

The additional fee will already be included in the respective product price in future. For technical reasons, it cannot be shown separately on invoices or delivery notes.

 


 

Phase-down process: gradual reduction in the amount of HFCs

The total amount of F-gases permitted will be significantly restricted in the coming years. This is regulated by the EU F-Gas Regulation. The aim is to significantly reduce the use of environmentally harmful refrigerants and thus sustainably reduce carbon dioxide emissions. In 2025 and 2026, only 24% of the quantity available in 2015 may be placed on the market. From 2027 onwards, this proportion will be halved again. Refrigerants in safety classes A1 and A2(L), including R134a and R410A, are particularly affected.

Due to this severe shortage, market prices are expected to rise and supply bottlenecks are likely to occur. This is particularly critical for existing systems where switching to alternative refrigerants is not technically possible.
